As Moldova approaches its parliamentary elections on September 28, it faces a significant surge of hybrid threats and disinformation, primarily fueled by Kremlin-backed propaganda. This misinformation campaign, propagated through media outlets and social media networks part of the Matryoshka network, aims to undermine support for President Maia Sandu and disrupt Moldova’s EU integration efforts.
Authorities have recognized the rising scale and coordination of these disinformation attacks. Internal Affairs Minister Daniela Misail-Nichitin emphasized the intention to sway public sentiment against Moldova’s European trajectory. Russia views Moldova as a strategic buffer against EU expansions, with the potential to install a pro-Russian government that could facilitate hybrid operations against neighboring nations.
The Kremlin’s disinformation strategy, potentially overseen by Sergei Kiriyenko, aims to manipulate voter sentiments through targeted social media campaigns and other tactics before the elections. Reports indicate efforts to recruit Moldovan voters abroad, incite protests, and employ fearmongering narratives—such as false claims about EU militarization plans— to sway public opinion.
Disinformation narratives frequently exploit fears surrounding war, economic instability, and national identity, specifically targeting vulnerable demographics such as older, Russian-speaking citizens. Efforts to reach younger audiences through platforms like TikTok have also been noted. Meanwhile, countermeasures from Moldovan institutions and civil society have emerged, but often lag behind the rapidly evolving disinformation landscape.
This situation represents a critical test for Moldova’s democracy amidst Russian interference and highlights broader implications for European democratic resilience. President Sandu articulated that if Moldova’s democracy is threatened, the safety of democracy across Europe is also at risk.
