An investigation by Romanian organizations Funky Citizens, Expert Forum, and Context uncovered a targeted social media campaign against Moldova’s pro-Western politicians, featuring thousands of AI-generated posts originating from Russia. During the Moldovan parliamentary elections on September 28, 2025, the ruling pro-European Party of Action and Solidarity (PAS) won 50.2% of the vote, overcoming extensive foreign interference, particularly from Russia.
Despite this victory, concerns about enduring Russian disinformation are significant, particularly as Moldova aims for EU accession. Analysts noted a shift in election manipulation tactics from traditional methods to digital misinformation, where AI-generated content overwhelmed voters leading to an “information chaos.” Between September 1-23, about 9,900 TikTok videos generated over 93 million views, aimed at discrediting pro-European sentiments and reinforcing pro-Russian narratives.
The research highlighted a network of 128 TikTok accounts producing AI-generated content, feeding a propaganda bubble. This included coordinated efforts to spread false claims regarding the elections and to create appealing profiles to engage audiences. The campaign was funded in part by fugitive oligarch Ilan Shor, who financed ads promoting pro-Russian actors.
Regions in Moldova, especially Gagauzia and Transnistria, remain susceptible to these influence operations due to feelings of neglect from the government. Activists fear that Moldova could become a gateway for Russian influence into the EU. Even though recent elections saw the PAS retain power, the disinformation strategy suggests that tactics for future elections are already underway.
